The NPA which is the armed wing of the Communist Party of the Philippines (CPP), has been waging a protracted guerilla war for 48 years now. The anniversary comes at a time of unprecedented changes inside the CPP when it recently held its second national congress in as many decades and elected a much younger Central Committee to lead the Party program and ostensibly, the revolution forward to the 21st century. The reignited peace talks between the National Democratic Front (NDF) and the Philippine government is now on its fourth round of negotiations currently being held in Norway although sporadic clashes still continue between the rebels and the Philippine military.
